I believe this boy's life was a miracle of God. A direct result of people praying. The fact that he was found! Then after 20 minutes no brain damage! How cold would the water be? Not that cold to preserve brain tissue that didn't get O2. Has to be much colder than water you can swim in.
In open heart surgery we stop the heart.

Just so the cv surgeon can cut out bad arteries, insert good veins and suture them in place with very small, fine needles and suture.
During the time the heart is stopped, we keep ice around it inside the chest. The blood is circulated through the heart lung machine that oxygenates and removes wastes to keep all other cells healthy. But the heart circulation is being worked on. So there isn't any circulation to the heart muscle. As surgery concludes, the ice is removed from around the heart and the heart is warmed with fluids. Then it begins to fibrillate and we use a shock to put it into a normal sinus rhythm. That is a hold your breath moment.
Said all that to say, tissue that is not getting O2 must really be kept COLD. not just cool, in order for cells not to die.
This young man's recovery is a direct action of our God along with the prayers of the faithful.
Who ever said miracles no longer happen? There are people who think the age of miracles was over back in the 1st century.
